I don't mean to laugh, but your post really put a smile on my face. Arms aren't what intimidate people; it's the person that's swinging them that should put the fear in someone. Size doesn't matter all that much. It's leverage and knowing how to hurt someone that make someone dangerous. Big arms isn't going to do much for you if you don't know how to use them.
First off: You're only 14, as you train and develope, your arms will naturally become larger/more-defined. Just excercise regularly (I recommend body-weight excercises: push-ups, dips, pull-ups, chin-ups...). But over the next 10years your arms are going to develope practically on their own.
Second: Seriously, don't worry about intimidating someone with size. Personally, when I size someone up, the last thing I take note of is how big they are. It's all in their appearance: their posture, the look on their face, etc...what it comes down to really is how confident they appear, how sure they are that they can beat me. My uncle told me once: "never pick a fight you're not sure you can win". I'm not 100% sure that I agree with him, but he brings up a good point. If you don't think that you can beat the guy standing in front of you, then you have no business standing up to him in the first place. Just learn how to fight, be confident in youself and your abilities, and trust me: you'll be plenty intimidating.

But really...don't ever depend on something like the size of your arms to make people think twice about f'n with you. Some people are just jerks, and it doesn't matter who you are or how big you are; they just want to pick a fight. All you can do is learn how to defend yourself.
Okay. Scars are a good idea.
I'm a pretty unthreatening looking person, too. And after much consideration, it has been concluded that the only thing that might make me a little scarier looking would be some mean-ass facial scars. Ha!
